Step 1
First of all, you will need the official Sony theme creator. You can download it
here. Don't worry if you can't understand Japanese, the actual software is in English. Just scroll down to the bottom of the page and click the button on the right.
Before we continue on, it is important to know the dimensions of the images that you would need to use:

Specify the wallpaper you would like to use.
When you load your theme, this will be its wallpaper.
Step 3
Category icons are simply the main icons for the PSP. They include Setting, Photo, Music, Video, TV, Game,and Network.
Replace the default icons with custom ones by selecting them individually and slicking the "edit" button.
Step 4
First level icons are icons that you select when entering the categories.
Replace the default icons with custom ones by selecting them individually and slicking the "edit" button.
Step 5
Second level icons are icons that you use when you enter the Settings option.
Replace the default icons with custom ones by selecting them individually and slicking the "edit" button.
Step 6
Specify the preview image and the preview icon, and then specify how the theme color of the PSP will change.
Step 7
Export the theme by selecting File->Export.
Save the .ptf file in a folder that you will later on grab it from.
Congratulations, you have just completed your own PSP theme!
